In the mountainous part of Tongxin County, medical resources are scarce. For years villagers like Yang Meilan, who must take medication for a long time, have had to travel great distances to cities such as Yinchuan, Lanzhou, or Xi’an just to buy their drugs. The cost of travel, lodging, and the hassle of submitting reimbursement claims have placed a heavy burden on families. Local doctors and relatives have complained that buying medicine far from home is not only expensive, but the low reimbursement rates make the problem even worse.
To ease this difficulty, Tongxin County began a pilot in 2025 that creates a three‑level “village‑needs → town‑aggregation → county‑procurement” network together with a “five‑unification” system:
- Unified catalog management – a single list of approved medicines.
- Unified purchasing platform – all orders go through one county‑wide system.
- Unified central reserve – medicines are stored in a common warehouse.
- Unified supervision – the whole process is monitored from start to finish.
